The tender trucks are the special kind only used on the Chattanooga-style 2-8-0 and 0-8-0; they use clips to attach to the posts on the motor block. The loco will still run without them. But if the tender trucks are missing, that thing has suffered some abuse and is probably missing other parts and has other defects (cracked smokebox, etc).
It is not worth near $24.
Best I might do for it is no more than $10, and then only IF it was the earlier 2-8-0 with the pilot truck, full valve gear, and other metal detail bits. Those would make that a worthy donor of said parts, or maybe to fix if you already have the missing parts and the rest is in good shape.
You can get a far nicer example for $20. I have bought a MIB Chattanooga-style Royal Blue with smoke fluid and funnel, and later on a Santa Fe, both for $25. Not an everyday find mind you, but such deals are still out there.
I've passed on a lot of derelict 'noogas the last year or so because I always take a beating on them. If some of you guys are wanting beaters, runners, or parts engines I'll try to dig some up in the next couple of months.
